Development of human capital and adapted technologies for the sustainable development of organic agriculture

Abstract

Background and Aim. Under contemporary conditions, organic agriculture is regarded not only as an environmentally oriented model of agricultural production, but also as an important instrument for enhancing the sustainability of agri-food systems, preserving natural resources, and strengthening agricultural competitiveness. In Kazakhstan, the sector has gained additional momentum following the adoption of the 2024 Law «On production and turnover of organic products» and the updated regulatory framework. The aim of this study is to analyze the role of agrarian research and educational institutions in human capital formation and the adaptation of technological solutions for the sustainable development of organic agriculture.

Materials and Methods. The methodological framework includes analytical, logical, comparative, and systems-based approaches, complemented by expert assessment. The study is based on the analysis of legal and regulatory documents, statistical data, educational initiatives, and scientific and technical programs related to organic agriculture development.

Results. The findings indicate that the development of the organic sector is constrained by insufficient integration between research and educational institutions and agribusiness, a shortage of specialized educational programs, the absence of a professional standard, limited access of producers to advisory support, and weak transfer of research outcomes into applied technologies. The study identifies priority directions for improvement, including the development of a professional standard, expansion of master’s programs, and strengthening of demonstration and advisory infrastructure.

Conclusion. Strengthening the interaction between science, education, and agribusiness is essential for accelerating the sustainable development of organic agriculture in Kazakhstan. The proposed measures will contribute to the formation of qualified human capital, enhancement of technological adaptation, and improved competitiveness of the sector.
