THE ORDER OF RETRACTION OF ARTICLES

The main provisions

  1. The procedure for retraction (withdrawal) of published articles from scientific journals "Bulletin of Science of the Kazakh Agrotechnical Research University named after S.Seifullin" (hereinafter – the Journal) is based on the provisions of the guidelines, recommendations and standards of the Committee on Publication Ethics/Committee on Publication Ethics–COPE https://publicationethics.org/retraction-guidelines , and other foreign professional Russian and foreign organizations.
  2. Retraction is a mechanism for correcting published information and notifying readers about publications containing serious flaws or erroneous data that cannot be relied upon in their conclusions and results of work. The unreliability of the data may be the result of good faith misconception or deliberate misconduct.
  3. During retraction, the article is not deleted from the journal, from the journal's website or from bibliographic databases. The article remains in all these resources with a notification of retraction and the preservation of the digital identifier of the object [doi], which determines its location. Only in extreme cases, when the text remaining on the website and in the journal could be harmful to a certain part of the community or science, the article can be withdrawn from the journal's website.
  4. If only a small part of the article (for example, several sentences) is plagiarism, it is possible not to retract, but to correct the article (making edits to an article without withdrawing it) in accordance with the COPE guidelines.
  5. Retraction does not depend on the period of limitation of publication of the article in which the violations were found.
  6. In case of retraction of the article, the funds received by the publisher from the authors for the services rendered will not be refunded.

Reasons for retraction:

  • incorrect and/or unformulated borrowing (plagiarism) in a published article;
  • duplication of an article in several publications;
  • self-plagiarism with a large amount of repeatability of research results and text already published in other publications;
  • detection of falsifications or fabrications (for example, falsification of experimental data);
  • detection of serious errors in the publication (for example, incorrect interpretation of research results), calling into question its scientific value;
  • incorrect composition of authors (there is no one who deserves to be an author; persons who do not meet the criteria of authorship are included);
  • hidden conflict of interest.

Initiation of retraction

  1. The retraction of an article is carried out upon an official appeal to the editorial office of the author(s) or other initiative persons with a statement about the violations identified, and may also occur at the initiative of the editorial board. Anonymous statements are not grounds for initiating the retraction process.
  2. If the author/team of authors considers it necessary to withdraw the article, they need to contact the editorial office of the Journal, explaining the reason for their decision.
  3. If the editorial board of a scientific journal receives a request from other persons or the editorial board decides to withdraw the article based on its expertise or information received by the editorial board, the editorial board conducts an investigation by contacting the authors or the organization where the authors work, and after receiving certain clarifications, decides to retract the article, correct it or refuse to retraction/correction by sending information to the applicant and the authors about the decision.

It is important to inform the authors/team of authors about the decision and obtain consent for the retraction.

If the author/authors ignore the request of the Editorial Board while the violations are obvious and harmful to the reputation of the Journal, the Editorial Board has the right to withdraw the article without the consent of the authors.

The authors must be familiar with the wording justifying the retraction of the article. It is possible to send information to the organization where the author/authors work and inform about the decision.

Further, the editorial board carries out the retraction procedure independently in accordance with this Procedure.

Article retraction procedure

  1. The article retraction procedure is carried out after an investigation and a decision is made by the chief/scientific editors and the editorial board of the Journal based on the results of the investigation. Specific experts from the editorial board or invited external specialists may be appointed by the editor-in-chief of the journal to conduct an investigation.
  2. The decision on the retraction of the article is formalized by the minutes of the editorial board meeting. The minutes include: the date of the meeting; the composition of the editorial board members who participated in the meeting and made the decision; a description of the results of the examination; justification of the decision; output data on the retracted article; information about the initiator of the retraction.

Information about the retracted article includes (may be included in the protocol or in its appendices): Full name of the author(s), title of the article, title of the publication, number of the publication, pages, DOI, initiator of the review of the article, the basis for the review of the article, the date of the decision.

  1. Information about the retraction of the article is placed in the next issue of the Journal after the date of the decision. The information includes complete information about the article, the rationale for its retraction. If a decision has been made to correct the article, excluding retraction, this information is also published in the next issue of the Journal (making changes to the publication).
  2. On the Journal's website, in the content of the issue in which the article is published, and in the metadata of the article in HTML format, information about the retraction of the article is placed, with information about the reason for the retraction. The electronic version of the article contains the inscription ҚАЙТАРЫП АЛЫНДЫ/ОТОЗВАНА/RETRACTED and the date of retraction.
  3. A brief extract from the Protocol indicating the date of retraction is posted on the journal's website in the Retraction section, which includes information about all retracted articles.
  4. After completion of the procedure for retraction of an article in the Journal, information about retraction is sent to all national and foreign information resources in which the Journal is indexed or published.
